According to the synopsis for the fourteenth episode of Blue Bloods’ thirteenth season titled “Collision Course”, Frank will get into a heated argument with the former cop after Rachel Witten brings an action against an officer for using excessive force. Would the Reagans view Rachel Witten (Lauren Patten) as an adversary now that she works as a social worker and regularly confronts law enforcement on behalf of the people she assists? In addition to this, he has a deep relationship with Witten. After firing her for no good reason, he later reinstated her, but it was too late for her to stay. Now, she is taking legal action against a police officer for using an unreasonable amount of force. Given her history with the department, it seems ironic. Nonetheless, Frank is opposed to the idea that law enforcement officers should be presumed guilty until their innocence can be established.
