Fbi agents were searching for stolen rockets. They assume the man who has them is implicated in the cartels. Alvarez. After a raid by the DEA and the team, they found proof of a buy.
Alvarez denied selling anything. He also indicated it was a cartel job. He was performing some side job. Tan was deeply affected by the killing of a police officer during the operation that brought him down. He knew the victim.
