After defeating swarms of bat familiars and their friends, Naofumi is contacted by Filo and Raphtalia, who are concerned about his safety. When a mysterious woman approaches and asks if he is the shield hero, he says yes. When Naofumi affirms, she vanishes shortly after requesting to be slain, leaving the hero perplexed. Soon after, the allied forces convene a holy military council to address the recent violence and destruction unleashed in the aftermath of the Spirit Tortoise’s abrupt waking. According to rumours, the mythical monster has decimated the capital and is currently sleeping. He will most likely be in this state for two to three days, according to centuries-old legends. After that, the Spirit Tortoise is expected to move for Rohiloth, a thickly inhabited city in the region, according to the allied forces. Naofumi urges the current leaders to devise some countermeasures while they still have time. While the majority of them believe that their combined efforts will be sufficient to stop the continuous threat, one of the military leaders claims that the shield hero will be required since destroying the legendary monster will not be easy.

When Naofumi is asked about the Seven Star Heroes, he has no knowledge of their existence. Queen Mirelia informs him that other heroes from various worlds have been summoned; while they are not as powerful as the Cardinal Heroes, they can nevertheless play a role in the final fight. When the enigmatic hooded woman who had earlier vanished storms into the conference and reveals her identity, the proceedings come to an abrupt halt. She turns out to be Ost Horai, the King’s regent, and even Mirelia recognises her. She goes on to say, however, that she is a Spirit Tortoise’s familiar, similar to the ones Naofumi fought earlier.In her human form, she entered the government to sway political decisions, resulting in disputes that allowed the legendary monster to collect souls, which he planned to utilise to stop the disastrous waves. If this fails, Spirit Tortoise tramples highly populated towns in order to collect as many souls as possible in order to complete his objective. This time, though, someone has broken the Tortoise’s seal and is commanding the fabled beast to wreak as much havoc as possible. Ost Horai begs the shield hero to kill her own creator and offers to assist him in locating the true perpetrator of the catastrophe.
How Does Naofumi Plan to Stop the Spirit Tortoise in The Rising of the Shield Hero Season 2 Episode 2?
After the military talks result in a stalemate, with Naofumi storming out of the room, Raphtalia encourages him to find common ground with others so that the Spirit Tortoise can be halted without causing any more civilian casualties. The shield hero explains his strategy to the rest of the leaders the next day. Knowing that the abundance of human souls draws the mythical monster, he intends to use military troops on neutral ground to entice him. He feels that the combined impacts will be sufficient to stop the Spirit Tortoise, allowing him to be decapitated. Naofumi, on the other hand, has yet to figure out how he wants to carry out the plan’s last stage.
